Organization, Structure and Mission of Township Government

The government of Middletown Township is organized on the basis of eight (8) departments. These departments are: Community Services Department, Parks & Recreation Department, Finance Department, Licenses & Inspections Department, Fire Marshall/Emergency Management Organization, Police Department, and the Department of Public Works.

The responsibilities of the Department of Community Services include cable television, solid waste collection and disposal and recycling programs. The Department of Community Services also responds to requests for service by citizens of the community.

The Parks & Recreation Department is responsible for recreation programs and activities in the Township. The Department also oversees more than 600 acres of park, open space and recreation lands and all other recreation facilities owned by Middletown Township, except the Middletown Country Club.

The Finance Department is responsible for administrative support services, such as accounting, financial analysis, budgetary preparation, accounts receivable and accounts payable, investment of Township funds, management of pension plans, and preparation of the Comprehensive Annual Financial Report.

The Department of Licenses & Inspections enforces the Township's building, housing, zoning and related codes. The Department's activities include review and approval of all applications for code related permits. The Department also conducts inspections of all construction projects where permits are required. Code violations are also investigated by the. Department, with enforcement activities, where necessary, initiated at the district justice level.

The Fire Marshall works to prevent fires by assuring that structures occupied by the public are maintained in accordance with nationally recognized fire safety standards and local codes and ordinances. The Fire Marshall also administers and enforces the local mechanical code and serves as the Emergency Management Coordinator of the Township.

The Coordinator is responsible to provide assistance to citizens of the community when faced with catastrophic events through the development and maintenance of emergency management plan . In addition, the Fire Marshall investigates all fires occurring within the municipality for cause and origin and assists civil authorities in the pursuit and prosecution of arson cases. The Office also conducts public education programs designed to reduce the 'number of accidental fires in the community and performs safety inspections in all structures occupied by the public.

The role of the Middletown Township Police Department is to serve and protect the community. The Department accomplishes this goal by protecting the rights of all persons within the Township to be free from crime, to, be secure in their possessions, and to live in a safe and peaceful environment. The Department also works to prevent criminal activities through its Co Community Policing Program and to educate our children in the area of drug and alcohol awareness through the Drug Abuse Resistance Education Program (DARE). The Department works diligently to accomplish these goals by enforcing applicable state and local laws and codes, providing highly visible uniformed patrols, investigating all complaints of a criminal nature, and responding to emergency calls in a timely matter.

The Middletown Township Department of Public Works maintains approximately 134.16 miles of roads within the Township. The Department employs two (2) mechanics who are responsible to maintain Township vehicles operated by the police and other departments, certain off-road vehicles such as tractors and backhoes, pickup trucks, dump trucks, and other motorized equipment. This department is also responsible for street light maintenance in all areas of the Township. There are approximately 2,700 street lights maintained by the Township. The Department is also charged with caring for all 9 Township-owned buildings and structures.

Middletown Township is organized on the basis of the council-manager plan form of government. The Township Manager is appointed by and serves at the pleasure of the Board of Supervisors. The manager is appointed on the basis of competence and administrative talents. Although. not a separate department of local government, the office of the Township Manager directs and coordinates the activities of the various departments. The Manager has the authority to hire and fire Township employees and to administer municipal affairs. Council-manager government provides the practical bridge between legislative policy-making and the management and delivery of local government services.
